Yup, Jim wins the prize. It's a milfoil harvester. Just one of many types of boats that navigate our waterways.

So that would be like the waterways equivalent of a snowplow, right? Shouldn't the correct action be to take the "lane", videotape the encounter and send the video to the police and post it to sailing blogs?
